The Praia Group on Governance Statistics (the Praia Group) is a city group created in March 2015 at the forty-sixth session of the United Nations Statistical Commission (UNSC). Given the growing recognition of the importance of governance statistics as a new domain of official statistics, the Praia Group was constituted to address the issues of conceptualization, methodology and instruments in the domain of governance statistics.


The Praia Group has been tasked to encourage countries to produce governance statistics based on sound and documented methodologies and to address the conceptualization, methodology and instruments needed to produce such statistics. The specific objectives of the Praia Group are:

  • (a) To provide a forum for national and international statistical organizations, international agencies, academia, research groups and civil society organizations to share and develop expertise in governance statistics;
  • (b) To review, propose and promote the definition and harmonization of governance indicators, through the development of manuals and methodological guidelines;
  • (c) To document sound practices and provide inputs for the development of an indicator framework for the measurement and monitoring of the goal and targets related to peace and governance in the post-2015 development agenda and in other global initiatives;
  • (d) To assess the demand for governance statistics among potential user constituencies and highlight best-practices in their use; and
  • (e) To provide advice on ways to enhance processes and standards for the public dissemination of governance statistics.


The Presidency of the group has been assumed by the National Statistical Institute (INE) of Cabo Verde since its initiation. The Secretariat for the group supports the group’s activities, including the development of a communication strategy and a resource mobilization strategy. The Steering Committee is composed of eight Praia Group members including two National Statistical Offices, two United Nations Organizations, two Civil Society Organizations and two additional regional/international organizations. The Steering Committee provides strategic orientations and validate the technical work produced by the group.


Member Countries (National Statistical Offices and other Government Agencies)


The Praia Group would produce a handbook on governance statistics for national statistical offices. The handbook will be submitted to the Statistical Division of the Department of Economic and Social Affairs of the Secretariat in November 2019 and presented to the Statistical Commission in March 2020.

The handbook will focus on:
  • Institutional coordination
  • Concepts, dimensions and operational definitions
  • Statistical methodologies
  • Questionnaire design
  • Structure of and procedures relating to administrative records
  • Analysis plan
  • Dissemination


The production of the handbook will be informed by the following activities:
  • A mapping, critical assessment and synthesis of available instances of the conceptualization and measurement of governance by various countries and continents, research institutions, agencies of the United Nations system and other actors using different approaches
  • Mapping of the demand for governance statistics by various user constituencies, such as policymakers, parliamentarians, national human rights commissions, national anti-corruption commissions, national security systems, civil society organizations, research institutions, citizens and international and regional bodies concerned with governance
  • Expert consultations on the various constitutive dimensions of governance statistics and user consultations with ministries or other entities responsible for the governance agenda at the national, regional and international levels
  • Development of technical documents containing methodological and practical guidelines for improved gathering and compilation of governance statistics at all levels, covering issues of concept definition, data quality, comparability, methodology, possible sources and data compilation and dissemination mechanisms
  • Support by the Praia Group to Goal 16 of the Sustainable Development Goals
