SEN HISTORY

With independence in 1975 Cabo Verde enacted a law on the state policy organization that functioned as a Constitution until the adoption of this Constitution on 5 September 1980, adopting the model of single party system planned economy; the National Statistical System was institutionalized in 1985 reflecting those models, that with the approval of the new Constitution were replaced in 1991 by multi-party democracy models and the open market economy with natural consequences in the reforms of the National Statistical System that occurred in 1996 and in 2009. At the time of Independence the laws of the colonial period , with the official statistical activity governed by Decree No. 47168/1966 of 26 August, which modified the organic structure of the statistical offices of the overseas provinces, and the Order of the Minister of Overseas of 6 December 1968, which integrated the Cabo Verde Statistics Services at the National Institute of Statistics of Portugal as its delegation, creating the Provincial Statistical Department of Cabo Verde.

    It approved the Cabo Verde Administrative

    It approved by Decree-Law No. 4/75 of 23 June, the Cabo Verde Administrative Structuring which extinguished the Provincial Statistical Department and created the National Statistical Service in the Ministry of Economy, being led by Dr. Edgard Chrysostome Pinto.

    The first true National Statistical System

    The first true National Statistical System is established by Law No. 53 / II / 85 of January 10, regulated by Decree No. 165/85, of 30 December, which created the Statistics Directorate General of Statistics, and adopted the following principles and organs of the National Statistical System:

    Technical Autonomy, Statistics Authority and Statistical Confidentiality.

    National Statistical Council, chaired by the Secretary of State for Cooperation and Planning, Eng José Brito; Statistical Directorate-General, headed by Dr. Edgard Chrysostome Pinto; Governing Bodies Producers Sectorial Statistics [for the Statistics: Agriculture, Forestry and Livestock; Fishing; Education, Culture and Recreation; of health; of Justice; and on Monetary, Financial and Foreign Exchange and balance of payments].

    The new Law of the National Statistical System is approved

    The new Law of the National Statistical System is approved, Law No. 15 / V / 96 of 11 November, amended by Law No. 93 / V / 99 of 22 March, which established a National Institute of Statistics by Decree-Law No. 49/96 of 23 December and adopted the following principles and Governing Bodies of the National statistical System:

    Exclusivity; Technical autonomy; Statistics Authority; Statistical Confidentiality; Cooperation Statistics; Objectives of coordination; Technical Coordination; Publications, and Responsibility
    Entities:
    National Statistical Council, chaired by Dr. Edgard _ Chrysostome Pinto; National Statistics Institute, chaired by Engineer Francisco Fernandes Tavares; and 7 Governing Bodies _ Producers f Sectorial Statistics [for the Statistics: on Agriculture, Forestry and Livestock; Fishing; Education, Culture and Recreation; Health: on Justice; Labor; and Monetary, Foreign Exchange and Balance of Payments].

    Approved the Rules of Procedure for Administrative Statistical Offences

    Approved the Rules of Procedure for Administrative Statistical Offences _ by Decree-Law No. 42/99 of 21 June. the following entities involved in sectoral statistics are created:
    Department of the Statistical Office of Government forAgriculture, by Decree No. 8/99 of 15 March;
    Department of the Statistical Office of Government responsible for education, by Decree No. 66/99, 30 / December;
    Department of the Statistical Office of Government responsible for health, by Decree No. 67/99 of 30 December;
    Institute of Employment and Vocational Training, by Decree No. 68/99 of 30 December.

    Approved the Statute of the National Statistical

    Approved the Statute of the National Statistical Council by Decree-Law No. 2/00 of 7 February and the Statute of INE by Regulatory Decree 9/00, of 4 September.

    Created the entity producer of sector statistics

    Created the entity producer of sector statistics Directorate General of Statistics of Labour, by Decree No. 40/01 of 10 September.

    Law No. 35 / VII / 09, of 2 March, the current Law of the National Statistical System is approved
